Seventh Pay Commission for Central Government Employee

The early constitution of Seventh Pay Commission is major demand of Confederation.  A massive rally organized by Confederation on 26th July, 2012 [click here to see full capture of rally] with a call of one day token strike on 12th December.

The similar matter is also pending in current 226th session of Rajya Sabha. The following questions on setting up of Seventh Pay Commission from Shri Balwinder Singh, Member of Parliament was scheduled to answer from Finance Ministry on 9th August is still pending:-


(a) whether Government intends to constitute the Seventh Pay Commission for the Central Government employees;
(b) if so, by when;
(c) whether the Thirteenth Finance Commission has also recommended for an increase in pay of Central Government employees from the future date; and
(d) if so, the details thereof?

7th pay commission should atleast get feedbacks in the form of online entry from the CG-staff. Too much pay parity between one pay band to other pay band should removed.

Lecturers in College and State Universities in India yet have not received arreares. Also states are not in position to pay as a reambursement amount against Central Govt. sanctions. What's benefit of 6th pay for lecturers. The value of money is decreasing day by day. Close the accounts of 6th pay and then talk about 7th pay.

7th Central Pay Commission should be constitute immediately with the feedback that all anomalies in the existing pay scales and other discrepancies must be removed in recommendation of new pay scales by the 7th Pay Commission. Pay Commission should also take care of the all posts where promotions avenues are available because some employees are working in the same pay band(pay scale) in last 20 years without any promotion.

Most of the Banks / Insurance Corporations give liberal loans to their staff at a minimal interest. Their mediclaim, LTC etc are also on a different level and it is given lumpsum with minimum pre conditions. Other than handling cash, there is no major stress for Banks / Corporations. Whereas, in most Government Departments where decision making is involved with reference to the Government Acts being implemented by them. Government staff do not get proper Government Vehicle support for their duties. Even overtime allowance is yet to be revised in many Departments. Without addressing a host of issues we are getting due to the 7th Pay Commission with a date of 31.12.2015 as the last effective date of the 6th Pay Commission which is in force from 01.01.2006. If we want 7th Pay Commission from 01.01.2016, then it has to be consituted at a proper time. We have to have a minimum number of pay scales. There shall be less disparity. Times have changed a lot. There is no pension (other than the New Pension Scheme) for those who have joined after 2004. So, those Government staff should get good pay at the earliest also and others have to follow suit. Then, it is better to revamp CGHS thoroughly or to opt for a good Health Insurance Company. All the associations have to sit together and chalk out a clear, workable strategy and with the availability of email, sms, mobile phone, and a host of other features, communication between associations would not be an issue at all, unlike what was in existence before prior to 2006. The demands to the Government shall be polite, diplomatic and meaningful, as, after all the Government has only taken us this far in our official life as well as personal life. sixth pay commission secured the interest of only Class I Officers. Each stage of promotion they got very huge hike. They ignored Class C and particularly B.
In Group there is no promotion benefits. Always in the same grade pay. Instead of bringing Group C to B they brought B group to C. This should not happen in the next commission.

ONCE THERE WAS TIME WHEN THE RATE OF GOLD WAS RS.5000/- AND ONE EMPLOYER PAY WAS EQUAL TO THE RATE OF GOLD I.E. RS.5000/- BUT IF WE TALK ABOUT THE SAME EMPLOYER WHOSE SALARY DIFFERENCE IS TOO LARGE THATS WHY D.A SHOULD INCREASE AS THE RATE OF GOLD IS INCREASE ........

Diference between Minimum salary and the Maximum salary in earlier was very less. Now it is ten time where as earlier it is only four time. Taken into consideration and appoint pay commision accordingly

The Commission are headed by Bureaucrat. They do not know common's feeling and difficulties. At least, next time, opinion of all class with open meeting at various place to be conducted. in seventh commission the govt should allow the if the govt servant will quit the job after 10 yeas of service he will get minimum pension and after 15 years of service with 30% pesion with the current option of 20 yeas of service with 50% of pension.

The concept of costituting the pay is old method like other country where individual ministry decides the pay of their employee often at frequent interval every employee has to deliver in lieu he will be remunerated rightly with market linked other allowance..

The present senario of our country truly speeks volums about the anarchy of the Ministers. They only know how to cumulate money for their own. Our India has already beeen divided into two classes. One have power and money and the other have to struggle for the little happyness in his family. How can a Central government employee fight against the havoc price hike when he is the only earning member of his family with parents, wife and children ? The time has come to fill the difficulties of the Amm admis. So our urge to the Central Government that don't give us fake promisses but do something for us. Immediately constitute the 7th Pay Commissione so that it can work in time.

in my opinion one of the main reason for corruption in Government service is that employees are not paid well. If they are paid well no one would think of making money other wise and will be in a position to say NO to the offers. No one is corrupt by birth, situations made them corrupt. they are not able to bring home the salary which is required to flfil their basic needs. I dream that one day no one will dare to offer bribes to CG employee as they are not after this kind of money any more coz they already are getting paid well and would do their duties under rules and contribute efficiently.

I think that in every Govt organization paper work should be avoided. Every proposal which as of now moves in file should be prepared online. By this way no one can ignore his/ her responsibility. Every govt employee will be responsible for any delay in handling the file and also work load on employees may be possible to calculated, so the work may be distributed between employees equally.

Whenever any file/ proposal is generated a unique ID should be generated and to be given to concerned persons, so they may save the status of file.

If Hard copy is required for audit purpose or security purpose, after copletion of the file, a printout which contains remarks & digital signatures of all concerned officer, may be taken.

It will save stationery amounting to crores of rupees, avoidance of irrelevant queries of some officers for intentional/ unintentional delay, proper use of manpower in govt organizations and transprency. - Ajay Goel

Hope that this upa government will use this(viith cpc)as the last resort to regain the power as their chances are very dim this time,but no problem i m interested in getting money(only).the relatives of maximum politicians are class A officer hence it would be a senseless demand to ask the increament in the line of these officers(for all the subordinate posts),(beware of these officers they use to show themselves as hapless and helpless as the lower grade but through out their service life they had only makkhan,if u could analyse) so just wait for the right time.

Dear All Fellow collegues,

My suggesions:

1. In PB4, there need not be two scales with 8700 and 8900 grade pays. Similarly there is no need to have two grade pay scales in PB2 (4600 and 4800). These should be merged.
2. The gap between PB4 and PB3 should be less.
3. DA maximum should be fixed as earlier. Otherwise the gap between low salary employee and PB4 is widening more day by day with DA rise.

Travelling Allowance should not be given to those stay 3 Kms from office.
TA should be on city based as HRA type 10%, 20% and 30% type.
Whereever 10% HRA, The TA should be 5% basic subject to max of 5000/-
Whereever 20% HRA , the TA should be 8% basic subject to max of 8000/-
Whereever 30% HRA, the TA should be 10% basic subject to max of 10,000/-
TA should be exempted full from income tax

Travel:
Air Travel should be restricted to PB4 only.
AC 2nd to PB3
AC 3 for PB2
SL for PB1.
(more simplified system. No confusion)

DA: For PB1,PB2 and PB3 Rs. 800 per day and PB4, it should be 1000 per day.

Income Tax should be 0% for PB1 employees, 5% PB2 employees 15% to PB3 Employees and 30% for PB4 Employees. (Basic+Grade Pay). No IT on DA,TA etc.

CCL:
Maximum 30 days in a calendar year.
Can not be coupled with any other leave. Gap between CCL and EL or CL should be 5 days minimum.
Can not go out of station, while children are studying in station.
Should be extended till the marriage of child if child is single girl child.
Male employees should be encuraged CCL in case of single girl child till the marriage of the child.
In case availing CCL, there should not be provision to encash 10 days EL for LTC in that calendar year.

In 7th pay commission, one of the recommendations should be assurances of housing accommodation for all central government employees in lieu of traditional process in granting extension of housing loan limit, etc. In railway, almost all the railway quarters are outlived their capacity for human habitation and damaged to the extent of irrepairable condition.Instead of going for incurring huge expenditure on repairing/renovating, the area of land belongs to that quarter may be granted on lease to staff concerned for a period upto 99 years on expressing willingness. This will liquidate housing problem to poorly earned railway employees as well as save the unusual expenditure involved in maintenance of quarters instead adopting this procedure can generate revenue by means of lease charges/electricity/water supply etc.

A PO handles everything from credit to cash transactions. sourcing business,achieving targets and amidts all these he has to save his skin from all sorts of frauds AND for ur info he gets a salary less than a primary school teacher.

Clerks are graduates. They should be come under minimum of 4200 GP. Government should scrap the 5200 pay scale for clerks.
