Greater Noida Housing Scheme - Notice from CGEWHO

NOTICE - 4

Reference advertisement’s and notices published with regard to announcement of scheme and postponement of draw of Greater Noida Housing Scheme.

2. In continuation to Notice No. 3 web-published at CGEWHO’s website, it is informed that issue related to progress of additional purchasable  FAR and  to approve the release of advertisement for eligible Central Govt. Employees (covered under New Pension Scheme) who are appointed on or after 01.01.2004 was put-up before 91st Executive Committee meeting of CGEWHO held on 10th April 2012. It has been decided by the Executive Committee of CGEWHO that:-

The issue regarding additional purchasable FAR and approval of the release of fresh advertisement was discussed. During the discussion CEO briefed the status of pendency approval of FAR. CEO informed that in response to his letter to GNIDA, GNIDA has clarified that purchasable FAR is an enabling provision and shall not be  allowed to any allottee as a matter of right. During discussions CEO sought recommendations for approval of Governing Council for publishing of an advertisement for the Central Govt. Employees who had joined on or after 01.01.2004 to apply for Greater Noida Housing Scheme for registration. After due 
discussion, EC mentioned that issuing an advertisement before obtaining the exact FAR may not be appropriate. Accordingly EC advised to obtain the final FAR before bring the issue to Executive Committee. Further, Chairman, EC informed that if required the good offices of Joint Secretary (Housing) & Chairman, EC may be utilized for getting the approval of increased FAR.”

One year has already passes since closure of this scheme. CGEWHO is waiting for enhanced FAR.
I don't know how long they will wait to get enhanced FAR from GNIDA. It should be finalized soon for the welfare of applicants of this scheme.

Please provide the interest of the money already deposited by the applicant for this scheme.You are under no circumstance hold the money of applicant without interest more than six month as Govt. norms.Else you may process the application and declare the result soon.

I hope a decision is taken soon. CGEWHO can surely declare the waiting list so that the applicants who are low in the list can exit and plan to have a house elsewhere.The decision to Not pay interest is also very harsh- after all it is hard earned money. Mukesh

There is a provision to refund applicant money with interest whether it declared in advertisement. One should check advertisement of said project, however CGEWHO should take necessary action to publish waiting list early

So many Persons when applied were in service and after elapse of about 15 months might have retired . Why no prompt action is being taken by the CGEWHO authorities ? This is a big lapse on the part of the authorities. I think they want some movement or court interference. Since at present there is no forum and people can't gather to plan some legal remedy that's why they are doing all this in a slow motion. For Govt. employees even the court are not doing anything by taking into cognizance the issue. I THINK THE AUTHORITIES OF CGEWHO HAVE SOME MALAFIDE LINKS WITH BUILDERS.
They are waiting for FAR from GNIDA, in the mean time they can at least amend their bylaws to give an entry to New Pension Scheme Scheme, though legally it is not required as in their first advertisement they had never mentioned that Post 2004 Recruits can't apply hence SO MANY POST 2004 employees submitted the forms. I think there is no ADMINISTRATION in CGEWHO.

Not to talk about greedy builders - you can see how insensitive is Govt's own arm -CGEWHO. At least, after one year they should pay the interest or when new entrants come in, they should be charged the equilization charges as is done by NBCC, etc. Did u see how quick they were in deciding that no interest will be paid? And the same Govt. is bringing in Real Estate Accountability Act - truly ridiculous. It is learnt that CGEWHO purchased this land in GNOIDA in 1996 -perhaps, when nobody knew where this GNOIDA was. It must be at throw-away prices. Now, let us wait and see what cost they announce for the flats. God help applicants.

I applied for a home after my retirement because I had no place to shift after vacating the government accommodation. I have no son who could help me in providing shelter. Now in the wait of a home, I am paying heavy money for renting an accommodation for me and my wife. We are not living a comfortable life in rented accommodation and you are not taking any step to provide a house? Where to go such persons like me? Please Please do something for the sake for needy people.

This is nothing but a sheer harrassment to someone who has been nursing a dream of having a house in Delhi and NCR. As a poor government servant, I too paid the booking amount (1.80 lakh) by taking loan from the Bank. I have already paid about Rs.20,000/- as interest to the Bank. Seeing the snail's pace at which things are moving, I was sure to lose more money on account of interest. So I decided to withdraw from the GPF and pay the booking amount back to the Bank to avoid interest. Even after this, whether or not I will get one housing unit is not certain. What kind of stupid people are working for CGEWHO. They are ruthless, tyrranical and playing with the sentiments of poor government servants. Who was the fool who decided to exclude those who joined after 1.1.2004? Are they not government servants? What a shame to have such people at the helm?????

Simple Calculations to show how much money they holding at their end..

Tentative DU's for 1 bhk 60 - 60*60500 = 363000
Tentative DU's for 2 bhk 300 - 300*120500 = 36150000
Tentative DU's for 3 bhk 480 - 480*181000 = 86880000
Tentative DU's for 4 bhk 400 - 400*240000 = 96000000

Total it down and see the amount and calculate a bare minimum interest the bank will be willing to give on it..

Days are not far when someone will knock the door of the courts against these bloody fools sitting at the helm of affairs - called CGEWHO Boss. People are ready with RTI applications. Every pie will be accounted for. If they cannot manage the affiars, why these bunch of fools don't resign and hand it over to some energetic & efficient people to take over ? Oh GOD, Is there any one to give this case study to media citing a big example of inefficiency in govt Office. Now onwards W- Welfare words should removed from CGEWHO. and W should be replaced with H i.e Harassment. i is really ridiculous that CGEWHO does not know the definition of Central Govt Employee. NPS stared in 2004 and they are yet to know that they are illegible or not?
Friends, we should move a case to remove that CGEWHO CEO soon or mentioned this in his APAR/ACR.H might be a defunct/ Court Marshalled Colonel thrown out from Army.

Dear friends, it is reliably learnt that the big boss of the CGEWHO has managed to win the group who was desperately trying to bring the main culprit - the big fish, to book. Now if this is the situation friends, there is no hope for us to do anything now except to approach the appropriate authority for urgent relief. Underhand dealings are going on with the NOIDA Authority to keep the project hang up. It is better now to withdraw from the Scheme as future is very uncertain. Nobody is asking why the readvertisement has not come up as yet ? WE THE HAPLESS ARE NOT UNITED AND THATS WHY WE ARE SUFFERING AND THE IDIOTS ARE ENJOING THE FRUITS ! There is considerable delay in declaring the draw for the Greater Noida Scheme. The official of CGEWHO should view the sentiments of poor Govt. employees and their aggression and further delay in the scheme should be avoided. People have limit of their tolerance. Delay in day by day may raise more and more doubts in people mind. So we earnestly request to publish the draw of the scheme as early as possible. Home these comments from the people are taken in right perception. Thanks.

If CGEWHO, which is an autonomous institution under the Ministry of Urban Development of the Union Government, cannot take up the case with appropriate
authorities to sort out the issues, it reflects very poorly on the argumentative
skills and administrative abilities on the part of the officials. CGEWHO is created solely for the purpose of providing affordable housing to central government employees. CGEWHO please finalise the project as expeditiously as possible as lot of hard-earned money of the employees are locked up without any result.

I am also an applicant in this Scheme. My earnest request to authorities concerned is to take immediate steps for finalizing the requisite formalities and also voluntarily announce payment of interest that has become due after six months from launch of scheme. I also request the fellow applicants that kindly file RTI relevant to this Noida Housing scheme asking for amount of subscription they have received and also uptill now how much interest they have earned for information of all concerned so that CGEWHO feel the pressure and take necessary steps to declare the results.

Finally there is some good news for those who had applied in the Greater Noida Project. I had called up the office at Jan path and found out that GNIDA Authority has given the FAR to CGEWHO for 2100 units now.In this coming week wef 06August2012, CGEWHO is going to release the advertisement for NPS applicants and that we can be assured that the draw of lots will be conducted in September2012. However CGEWHO did not say anything about the pricing of the various types of units. I hope CGEWHO will keep their word and hold the draw in Sept2012 and I sincerely hope that they will also declare the costing of flats.After all it has indeed been a long time since we gave our initial deposits and nothing concrete turned up.I hope they will behave and act henceforth like an honest Govt organisation.

Atleast some clarification should come out from the CGEGHO as to why the project is getting unnecessarily delayed. Why the prospectgive beneficiaries are not being apprised of the status of the project through CGEWGHO website ? Whats the harm in it ? I am going to be retired within next two months. I am very eager to know the fate of my application - else I have to settle down in my home town - far away (1200 kms) from Delhi. I have two marriageable daughters. Please, please relieve me of this uncertainty at the sunset of my life !

The need of the hour is to form a association of all the applicants and should file public interest petition against the CGEWHO in High court for taking final decision on the matter which should end the uncertainity. Applicants from delhi should take lead in the initiative.

Good idea. some one has to take the lead. Lets gather in front of Cgewgho office/indian oil bhawan. Have anybody guts to come at the cost of only a day's C.L.? If there is unanimity, let fix the date for 31 Aug 2012 (friday) at 11 A.M. sharp. Even if 50 people gather, we will be able to gather some vital information the the cgewgho boss (its shame to call them boss !). Then, friends, it is fixed on 31.8.2012 Friday at 11 AM. Please do come for sake of ourvelves only. Lets see how many feedback is received at this site. I am not mentioning my name lest I become the fallguy of the cgewgho management. It is obvious. Now at long last, some relief is in sight. The Kumbhkarn has awaken from deep slumber. Dear friends, keep the pressure going. Be vocal on this site, otherwise they will again dilly-dally the project. Even now, everything is not crystal clear. See, 10th september is the last date of application. Hardly a week's time is required to scrutinize the new applications. That is, by the end of September we may legitimtely expect the date of DRAW !! Dear applicants, in my next post i will give you an idea about the proposed approx cost of a flat. Yes, i am privy to this news. I know the cost of the land procured from Mulayam govt. long long ago.

Applicants of type A & B will be most benefited, as there is less competition. Those who have applied or will be applying for type B will be 90% sure of allotment in the draw. So is the case of type A. Maximum number of people have applied for type C and therefore there will be huge competition and chance of allotment in the draw is roughly 13.5%, where as in type B chance is 79%, and in type A it is 74%. In category/type
D is chance of allotment is 39%.

Brother from Income Tax deptt., surely you are eligible. Better apply for type D if you have strong purse, otherwise go for type A. Competition is less in these two categories. Choice is yours.

If people are not cheated again, following will be the approx cost of each flat :

Type A - Rs. 8,22,000 - 10,27,500 (after price escalation)
Type B - Rs.13,87,500 - 16,65,000 (after price escalation)
Type C - Rs.18,00,000 - 21,76,500 (after price escalation)
Dype D - Rs.25,80,000 - 30,96,000 (after price escalation)

Be united. They may tinker with these figures to our disadvantage.

You may send an urgent request to cgewho. They may consider - they may not. It is upto them. In my case too, I have sent a request. But nothing has been heard so far. We are at their mercy.

Employees in this 7 year band (2004 to 2011) will apply now. The total number will increase.. any guesses how much the number will become?
I think the total applicants may go upto 5000 to 5,500/- and each category will be swelling by 15-25% .
My guess is on higher side but that is perhaps realistic...
What say ? Any more guesses?

Friends, there will be huge goof-ups; be ready to get the rejection letter and also wait for the appliction money. There will be a pre-planned and pre-orchestrated draw of lots. Its very easy to manipulate the computerized draw. Just wait and see !

Plot area of greater noida scheme is 40 acre. FAR limit is increasedfrom 275 to 350 by greater noida authorty.Why CGEWHO AUTHORTIES not trying for higher FAR. With maximum FAR approx 5000 flats can be built.By doing so dream of many more famailies can be full filled at reduceed price.

Dear, please understand more the numbers, more the strength of the allottees. Because less people will not be able to unite and have a forceful say against the CGEWHO management. Otherwise, they should have utilized max FAR - what they are going to loose ? Nobody has even bothered to find out from the noida authority what was the cost of the allotted land. Its a throwaway price. Because at that time people even did not dream of going to settle/live in Greater Noida. Now a days, its a developmed area. Please be careful, we will pay the exact cost price of the land plus building costs etc. BUT NEVER TODAY'S ESCALATED PRICE OF THE ALLOTTED LAND ACQUIRED LONG LONG AGO.

CGEWHO mentioned that they shall endevour for increase in FAR & maximise number of houses .Now maximum permissible limit of FAR in greater Noida is 350.Hence CGEWHO must try for what they promised .By utilizing maximum FAR they can give flats to 90 to 100% applicants.

I and my colleagues have applied for type 'B', As per my consensus, there might be huge application for the Type 'B' as it is cost effective so there will be much competition for Type 'B'. Most of the person are only applying for the investment purposes, not for any requirements.

Property rates in that area is 2600 Rs/sqft.
so present rate will as follows..
1BHK 2600 x 685 = 17,81000
2BHK 2600 x 1110 = 28,86000
3BHK 2600 x 1445 = 36,79000
4BHK 2600 x 2064 = 53,66400

the land has been purchased in 1996 @ Rs600 per sq meter. therefore per sq cost of land is about Rs 55. Hence the cost should be, keeping in view CGEWHo a non profit organisatio, 55 plus 1300rs sq construction cost. Take 500 lac per head in to account for the common area

How much should the rte be for us?

Thanks for the data of no. of applicants vis-a-vis no. of DUs as also about the prevalent rates in GN area. Of late, I have heard about cost and time over-runs in CGEWHO schemes. Yaar, kya ye bhi builder hi hote ja rahe hain??? Lucky ones in the draw should fight for early completion of the project. Already too much delay for such a small thing - which could have been solved much earlier pending post facto approval by the Governing Council.

the cgewho keeps insisting the rates will be 2700...plus a minimum cost escalation of 50 % ( the project is sure to be delayed going by the history of cgewho)...five years from now we would hav paid 3500+...private builders are booking flats in noida extension at rates below this...even the jaypee greens in noida was around 4000 some time back...and these buildrs dont escalate...i wonder if it will be a sensible decision to invest in a non transparent non professional cgewho?

cgewho has already befooled the applicants...when the scheme was announced the property rates in greater noida were 2000 ( or even lss in dec 2010) we invested then keeping hope on a so called no profit no lloss policy..now if they sell at more than that and escalate further we have been robbed of our investment opportunity which we had 2 years back...plus those looking for investmet try to understand that greater noida does not have resale market for flats now ( or even 5 years from now) since occupancy rates are still low . end users will have no choice however...the only solution is RTI USE KARO TRY TO FIND OUT HOW DO THEY CALCULATE THE COST . THE ONLY WAY THEY CAN ASK FOR A >2000 RATE IS IF THEY ESCALATE THE LAND PRICES...AND THEY WILL DO THAT...HOW SENSIBLE IS IT FOR A NO PROFIT NO LOSS BODY TO ESCALTE LAND PRICES AT THE SAME RATE AS THE MARKET PLAYERS...PLUS HOW DO THEY ACCOUNT FOR THE 25 ODD CRORE OF INTERST MONEY THEY HV ACCUMULATED. At this point of time greater noida is far away from where the action si... so I would expect the rates to be low... It is already 55 km away from delhi airport and about 45 km from New delhi railwaya station ( agreed one doesn't go to railwaya station and airport everyday but still..)

Moreover I would expect a difference of Rs 1000/- per square ft from that of private builders.

There is one good thing though that the rates are still far far far better than what they have in Mumbai... they have such a rotten rate going on due to builder politician nexus..

The total area of land is roughly around 0.5 kilometer x 0.5 kilometer (measured by google earth ruler) 500 meter x 500 meter = 1650 ft x 1650 ft roughly... = 27,22,500 sqft.
With highrises in mind there can be very good open space around the buildings I believe.
If planned well it can be nice place to stay..- Formula 1 race track is around 10 Kilometers from here...

Dear friends, Rs, 1150/- sq. ft. why not disgestable. Agreed, price in that area may be 2500/-, but understand one thing, builders make profit is approx 30-40%. They have to grease the palm of so many stake holders. But in this case, CGEWHO is the govt orgn. and they are not going to give any undercut to anybody. It is only the building cost/material cost etc (i.e. the overall constructuion cost)plus some other misc cost. Here there is no PROFIT. For example if a builder flat costs Rs. 35 lakhs, the builder makes a profit 10,50000/-at least(even if it is 30%). In that case actual cost price comes to 24,50,000/-. Is it clear, my dear pessimit friends ? Pl. logically ponder over it and don't go by hearsay only. Good luck & good investing!

2000 to 2500 can be justified, but over phone they told 2700, now on 28th they told 3000. i do not know, how will they justify it, when cost of land (acquisition) was 130 per Sq-ft in 2010. any way we will request for cost justification.
Govt made projects are normally costly, but they can not depend on area rates, as land was bought long back (1996, stone ages for property rates)

I am planning to get a Stay-Order from the court if CGEWHO reduces the rate from Rs. 2700 sqr/feet as informed by them. Why did they misguide people? I might get a D-type flat but i could not apply for Type-D because of the their prices (i.e 2700 sqr/feet) and lost the chance. The draw should be conducted again after the price declaration.

the land acquired may be at stone ages but the additional FAR purchased was very costly( they claim it)....effectively we can calculate the total cost of project at Rs 3000 psf x ( total square feet to be created ) calculating it ..i get the result at around 1100 crores....the cgewho project is costing us 1100 crore of which the cost of land bought in 1996 is just 10 crores....hahaha CGEWHO STOP BEFOOLING US...

traffic jam for this scheme is really bad, but i do not understand one thing, most of their schemes are under subscribed, this scheme looks highly in demand.
their prices in other schemes are O.K, but for this scheme they are quoting very high prices over phone. Rates in central govt organisations for constructing residential houses don't go more than 2000(with out taking land cost) for very good specifications, how will they account for 2700-2800.

Add 1500 per Sq-ft for cinstruction and nearly 400 per Sq-ft, price should not be more than 2200 per Sq-ft. Please add any other expense below,which i am missing.

Of course, G.Noida land was much cheaper than that of Jaipur. Jaipur area is more developed and people are cultured in around Jaipur than G.Noida, where mostly .......type of people live there presently. I have every detailed knowledge of the rates at which CGEWHO acquired that piece of land and other misc. expenditure incurred on converting bigger FAR. At the appropriate/opportune time it will be disclosed in this platform and in the Courts of Law. A few CGEWHO people in the management of the organization cannot hold the successful registrants to ransom. Friends, don't worry.... rate won't be more than Rs. 1700/- (plus minus Rs. 200/- per sqf). Just have patience. Let the demand letter come, the cat will come out of the bag !!!!!

After reading this forum, I think that i will not be able to pay the installments of such huge amounts for type C. I dont want to entangle in sleepless nights. please provide pros & cons of House Building Advances?? can we take HBA and bank loan both?? Advice plz

loan and hba at the same time will ruin you..if u r eligible for HBA ( 10 yrs service ) take it ( maxm limit 30 lakhs ...chk swamy's handbook for the emi details. for a person with a 30000 pm salary your hba advance will be limited ( 134 times i think) plus if u want to take loan then cheapest is sbi (10.2 ) but at 30000salary banks will not give more than 20 lakhs for 20 year loan....private banks can give u more but they charge higher interst....only solution is mate ki cost ko negotiate kiya jaye

Yea I guess with all these opinions the rate should not go above Rs 2000 per sqft even in the worst case...
My gut feeling is that it will be around Rs 1700/ per sqft.
Greate noida is much far away and it will be difficult for cgewho to invite people with a rate more than Rs 2000 per sqft...

greater noida scheme was started in 2011, scheme was delayed due to their definition of Govt employee, but who stopped them from calculating cost of project and master plan.
CGEWHO should not say that they were waiting for increase in FAR.
Any way who stopped them from making master plans for two FARs of 150 and 275. now delay for waiting for FAR will increase the project cost, which we will have to pay.
if CGEWHO says that two master plans can't be made for one scheme( even if that reduce the overall costs), then it should not say that it is autonomous body for benefit of people under a ministry, which has poverty alleviation in its name.
one more point, max limit for HBA is 30 laks plus 25 % increase in special case, hence how CGEWHO can show their construction cost to be very high, when overall land cost is vry low.

Greater Noida has lot of potential in it. Though it is not fully developed. People have gone there earlier to have their house on cheaper rates just 6-8 years back but now it is not cheaper as it has to be. And if CGEWHO also behaves like builder mafia for asking higher rates then it is not worth for common Govt. servant to have the flat. Resale vaule for flat is much lower than other places like Noida/Ghazibad and also rental value is also just half of Noiad. So I mean to say that rate must be half of the Noida rate as have been earlier. But present rates are not half. By staying there one can not rely on public TPT. You have to spent 2 hours to reach Delhi. As I am resident of Gr noida since 2003. So in nut shell rates of CGEWHO flat must be arount 2000/- sqft. SPS Yadav
